Qualifications:
The Senior Vice President, Treasury is responsible for the oversight of all investment management, debt management, commercial banking, cash flow forecasting, and insurance functions for Texas Health Resources. The incumbent will be capable of formulating creative recommendations to enhance the financial condition of THR with minimal direction. A matrix reporting relationship with the Chair of the THR Investment Sub Committee will require skills in board level interaction and support of board functions. The incumbent will have sole responsibility for supporting the activities of the THR Investment Sub Committee. Extensive experience in debt issuance and debt structuring, together with extensive experience successfully managing a $1 billion + investment portfolio are critical to this individual's success. The incumbent will have in depth knowledge of modern investment portfolio theory and it's application to management of a large institutional investment portfolio, including structuring staff responsibilities to handle research, develop investment policy and asset allocation recommendations, identify tactical investment opportunities, make investment manager recommendations and monitor managers, and interact with external consultants. The incumbent will also possess in depth knowledge of debt structuring options and debt issuance, together with how investment portfolio positioning and debt structuring interrelate from a risk and return perspective. The SVP, Treasury will have an in depth knowledge of commercial banking relationships and how to structure those relationships to maximize THR's investable cash at the lowest cost. A disciplined approach to cash flow forecasting and the ability to interact with other team members to understand upcoming capital needs and how those might be financed will be critical to the incumbent's success. Finally, the incumbent will be responsible for insuring the risks of THR. Experience with captive insurance companies, reinsuring risk, and insurance markets will be critical to the incumbent's success.

EDUCATION AND EXPERIENCE
·Master's degree in Finance (or equivalent) required.

·Certification as a Chartered Financial Analyst highly desirable.

·A minimum of 10 years of increasingly responsible investment management and debt issuance experience with recent executive experience in medium to large organizations (defined as investment portfolio management of $1 billion + and debt issuance of $500 million +).

·Experience working with Investment Committees in the formulation and execution of effective investment policies and strategies.

·Experience with internal investment management and research functions.

·Experience working with Finance Committees in the structuring and execution of debt issues.

·Demonstrated success in producing above market investment returns and below market cost of debt using both traditional and non traditional structures and instruments.
